Parliament fails to elect constitutional judges, the competition is repeated.

Kosovo Assembly to Re-Initiate Selection of Constitutional Court Judges

Kosovo’s Parliament has failed to elect judges to the Constitutional Court following four rounds of voting. The process, intended to fill two vacant positions on the court, concluded without a successful outcome, necessitating a repeat competition. Speaker Albulena Haxhiu announced that the relevant parliamentary commission will now undertake the necessary steps to release a call for candidates for the two constitutional judgeships.

The initial voting process unfolded over four sessions. The first round saw 114 deputies participate, with two ballots determined invalid. Benina Kusari garnered three votes, while Emine Abdyli Pozhari received 58 votes, Flamur Mrasori 47, Jorida Xhafaj 57, Shpresa Emra 14, and Zahir Çerkini 43.

Following this initial round, Benina Kusari was eliminated due to receiving the lowest number of votes. The parliament will now proceed to a new selection process, aiming to appoint qualified individuals to the Constitutional Court. The outcome of this renewed effort remains to be seen.

  1. This continued deadlock in Kosovo’s Parliament is deeply concerning for the independence of the judiciary.
