PREVENT: Belgrade exploits religious disinformation to damage Kosovo’s international image

According to a report from the Institute for Security and Resilience – PREVENT, and analyses by security experts, Serbia continues to employ narratives concerning Islamic extremism as a strategy intended to damage Kosovo’s international standing and destabilize interfaith relations among the Albanian population. This focus on extremism has recently resurfaced following a ruling issued last week by the Basic Court in Pristina. The court determined that Hysri Selimi maintained an affiliation with the terrorist organization ISIS, an association reportedly directed by the Serbian Intelligence Agency (BIA).

Furthermore, the ruling indicated that the BIA was simultaneously involved in monitoring and reporting on radical Islamic currents within Kosovo. Lulzim Peci, Executive Director of the KIPRED Institute, noted that this purported interest from Belgrade is not novel, characterizing it instead as a continuation of policy patterns dating back to the 1990s. Security analysts suggest that the sustained promotion of such narratives aims to undermine internal cohesion and create geopolitical friction.

The concern among international observers is that these actions seek to undermine stability and complicate efforts to prevent the region from becoming a focal point of conflict. The consistent deployment of these narratives suggests a long-term effort to diminish Kosovo’s international profile by exploiting internal social dynamics.
