PZAP rejects the CEC’s decision, diaspora not allowed to vote with expired documents

The Electoral Panel for Complaints and Appeals (PZAP) has formally annulled a prior ruling issued by the Central Election Commission (CEC). The disputed ruling concerned the authorization for voters to cast ballots using identification documents that had expired, specifically at polling centers located within diplomatic missions. The PZAP’s action followed a complaint lodged by the Democratic Institute of Kosovo, challenging the CEC’s directive regarding the upcoming elections scheduled for April 7.

The panel’s formal documentation references the specific contested ruling: “The decision of the Central Election Commission (CEC), No. 01/1198/2026 dated 03.06.2026, regarding the Approval of the Recommendation for Permission to Vote with Documents of the Republic of Kosovo with Expired Validity for Voting at the Polling Centers in Diplomatic Missions.”

In its official determination, the Panel stated that it undertook a comprehensive review of all submitted materials. This review included the initial complaint, the formal response provided to the Central Election Commission, the contested decision itself, and various other related case documents.

Based on this thorough examination of the evidence and procedural claims, the Electoral Panel reached a finding that resulted in the annulment of the CEC’s original decision. This ruling significantly impacts the established guidelines for voter eligibility and documentation requirements for the current election cycle.
