Halil Snopçe, Deputy of the Alliance for Albanians, has expressed significant concerns regarding the operational deficiencies of the current balancer system. According to Snopçe, the existing framework lacks adequate mechanisms to prevent the misuse of declarations pertaining to Macedonian and related ethnic groups. Furthermore, he argued that even the enactment of a specific law designed to ensure fair and adequate representation would fail to resolve these fundamental issues.

Snopçe pointed to prior findings by the Venice Commission, noting that the Commission itself has stated that the current legislation does not prevent such misuse, nor does it eliminate the inherent problems associated with the balancer. He highlighted that a series of recommendations issued by the Commission remain unimplemented. Speaking on the matter, Snopçe emphasized the need for concrete structural reforms.

He stated that for the law to function effectively, real implementation mechanisms must be established, as advised by the Venice Commission. The goal, he asserted, must be to maintain a balance between meritocracy and fair representation while simultaneously discouraging declarations of ethnic affiliation. He reiterated that the Commission’s previous reports underscore the necessity of these structural changes rather than simply passing new legislation.

The core concern remains that the current system is vulnerable to misuse despite legislative efforts.
