Former Justice Minister Krenar Lloga stated that during his time as minister, he initiated comprehensive reforms intended to resolve issues concerning the jurisprudence examination, as well as those pertaining to the notary and the registry, including the provision of services in Albanian. According to Lloga, all necessary elements were ready for implementation. He noted that the proposal had received the signature of the former Prime Minister Kovaçevski and had advanced to the level of Parliament.

However, Lloga asserted that the legislative process encountered an interruption following the formation of the new government. To support his claim regarding the continuity of parliamentary procedure, he directed readers to the official website of the Parliament of the Republic of Macedonia. He pointed out that three specific laws, listed at points 42, 43, and 44, were proposed by the Government of the Republic of Macedonia.

Lloga emphasized that these three draft laws successfully reached Parliament with the consensus and agreement of all involved parties, suggesting that the legislative mechanism was functioning smoothly prior to the current changes.
