The annual report for municipalities is published, with a record of self-generated revenue – but a “poor grade” in transparency.

The Ministry of Local Government Administration (MAPL) recently published its yearly assessment of 38 municipalities throughout the Republic of Kosovo for the calendar year 2025. This annual report details a significant rise in revenue gathering, simultaneously acknowledging considerable difficulties within the functioning of local governance, especially in northern areas, as detailed by Telegrafi. The document, titled “Municipal Assemblies: Activity and Decision-Making During 2025,” outlines the operational details of the municipalities.

A total of 430 meetings were convened across the region. These gatherings were categorized into 325 routine sessions, 43 emergency meetings, 55 formal sessions, and 7 expedited meetings. The outcomes of these meetings were substantial, with 1,478 resolutions ultimately approved.

Decisions accounted for 1,424 of these resolutions, while regulations comprised just 54. Notably, the Kamenica municipality demonstrated the highest level of activity, generating 128 resolutions. Conversely, another municipality appeared at the lower end of the performance rankings.

This comprehensive report provides a detailed overview of the activities and decision-making processes within these municipalities.
