Report Highlights Human Rights Concerns Within Kosovo’s Specialized Chambers

Prishtina, Kosovo – Chief Public Prosecutor Naim Qelaj presented a preliminary report, “Preliminary Review of the Specialized Chambers of Kosovo,” detailing observations regarding judicial proceedings conducted by the Specialized Chambers. The report focuses on cases involving former Kosovan Liberation Army (KLA) leaders. During a press conference, Prosecutor Qelaj stated the review confirms prior concerns about potential violations of human rights and freedoms arising from the proceedings within the specialized chambers.

He characterized the findings as serious and warranting further institutional scrutiny. The report, while preliminary, is based on evidence that substantiates these concerns. Qelaj emphasized that the review acknowledges the significant nature of the issues identified.

“The report confirms the concerns raised, stating that these concerns are substantial and sufficiently serious to justify further institutional review,” Qelaj explained. The Specialized Chambers of Kosovo were established to prosecute serious crimes committed during and after the Kosovo conflict. The findings will be subject to a comprehensive institutional review, according to Prosecutor Qelaj.

The review will assess the operational procedures and practices within the specialized chambers.
