Prishtina, Kosovo – The Supreme Court of Kosovo has ruled against a recent regulation imposing a €3 daily fee for patient companions in hospitals. The decision, announced on May 13, 2026, stems from a lawsuit filed by the Kosovo Institute of Justice (IKD) challenging the Ministry of Health’s Administrative Instruction No. 03/2024.

The court determined that specific sections of the instruction were unlawful. Point 4 of Annex 3 and point 5 of Annex 4, relating to co-payments for accompanying persons over 15, were declared illegal by the supreme court. The lawsuit, brought by IKD, argued against the legality of these provisions.

The ruling signifies a shift in policy regarding fees for individuals accompanying patients during their hospital stays.
