Ten Years Since Brussels Agreement Signed: Kosovo and Serbia Aim for Normalized Relations

Today marks the tenth anniversary of the signing of the April 19, 2013, agreement between Kosovo and Serbia in Brussels. The historic accord, mediated by the European Union, represented a significant effort to normalize relations between the two nations following years of strained relations. At the time, Hashim Thaçi, Prime Minister of Kosovo, and Ivica Dačić of Serbia, formally signed the 15-point agreement.

Key provisions outlined within the document addressed several critical areas. Notably, the agreement established the framework for a Serbian Majority Municipality/Community Association within Kosovo. According to the agreement, membership in this association would be open to individuals from other municipalities.

The association’s creation would be governed by a specific statute, detailing its structure and operations. Furthermore, the agreement stipulated the dissolution of parallel structures operating in the northern region of Kosovo. This represented a core element of the negotiations, aiming to reduce instability and foster cooperation between the two entities.
