ZKA: Unpaid care costs for FSK participants exceed 2.8 million euros

The State Audit Office (SAO) has reported that the Ministry of Defence currently faces significant unpaid obligations related to the care of Kosovo Security Force (KSF) members, amounting to over 2.8 million euros for the 2025 fiscal year. According to the audit, financial compensation for this essential service was only disbursed for the month of January. For the balance of the year, the Ministry reportedly provided partial compensation through the allocation of leave days, a measure intended to prevent disruptions to the KSF’s operational activities.

However, the Ministry has repeatedly approached the Ministry of Finance seeking supplemental budgetary funds to cover the outstanding amounts, efforts that have reportedly been unsuccessful. The failure to fully settle these dues has resulted in legal action, with KSF members initiating lawsuits against the Ministry. The reports indicate that the gap between the required funding and the actual disbursements has created a substantial financial deficit concerning the necessary support for KSF personnel.

These outstanding payments relate directly to the stipulated care services, placing the ministry in a position of financial liability for these unpaid obligations.
