EU Commissioner for Enlargement, Marta Kos, stated that implementing necessary constitutional changes are the required next step to initiate the substantive negotiations for European Union membership. Commissioner Kos made these remarks today during a joint press conference held with the Prime Minister of North Macedonia, Hristijan Mickoski. Addressing journalists’ inquiries regarding the guarantees requested by the North Macedonian government, Kos emphasized that the enlargement of the EU is predicated not on advance assurances, but on tangible elements such as trust, mutual commitment, dedication, and demonstrated fulfillment of obligations.
“The enlargement of the EU is not built on guarantees given in advance, but on trust, commitments, dedication, fulfillment, and their work,” Kos stated. She acknowledged the political complexity of building international trust, noting that while she could not advise on bilateral relations, she confirmed that an increased level of mutual trust would facilitate the process. The Commissioner reiterated that the path toward EU integration requires deep, internal reforms.
Therefore, the constitutional changes are viewed by the EU as foundational prerequisites. Kos implied that these reforms must continue to progress for the country to advance within the negotiation framework. She stressed that these structural adjustments remain critical components for the sustained engagement of North Macedonia with the EU accession process.
