Demokraci Plus (D+) has raised concerns regarding the procurement procedures managed by the Ministry of Health for a critical digital infrastructure: the Picture Archiving and Communication System (PACS). This project involves the implementation of a sophisticated system designed to electronically store, manage, and distribute essential diagnostic images. These images originate from various medical examinations, including X-rays, computed tomography (CT), and magnetic resonance imaging (MRI), significantly improving physicians’ ability to access diagnostic results promptly.
The estimated value of the entire procurement, encompassing supply, implementation, and maintenance, is approximately 3.8 million euros. According to a report titled “The Cost of Unfinished Procedures: Repeated Revaluations and Lack of Contracts,” D+ detailed issues with the process initiated by the Ministry of Health in November 2023. The stated objective of the tender was to establish a comprehensive digital framework for managing medical imaging data and associated network connections across healthcare facilities.
D+ highlighted that the procurement process has encountered significant procedural difficulties. Specifically, the report pointed to instances of repeated reevaluations and deficiencies in the contractual agreements governing the rollout. These procedural hurdles, according to the analysis, have complicated the establishment of the necessary digital backbone.
The necessity of such a robust PACS underscores its importance to modern healthcare infrastructure, as it centralizes and streamlines the flow of critical diagnostic information, thereby supporting faster and more efficient patient care pathways within the health sector.
