The Institute of Justice of Kosovo (IKD) has commenced a signature collection process for a citizen legislative initiative designed to amend and supplement the Criminal Code of the Republic of Kosovo. For this proposed amendment to advance within the Assembly, a minimum of 10,000 citizen signatures are required. Naim Jakaj, a senior researcher at the IKD, detailed the two core proposals contained within the initiative.
Firstly, the measure seeks to criminalize the intentional failure to implement decisions issued by the Constitutional Court. Secondly, it proposes criminalizing the use of public funds for electoral advantage during both election and pre-election periods. According to Jakaj, these proposed additions to the Criminal Code are intended to bolster accountability mechanisms, safeguard the constitutional order, and enhance public confidence in state institutions.
The effort, spearheaded by the IKD, reflects a push to strengthen the legal framework governing governance in Kosovo. The initiative aims to address specific gaps in current legislation, particularly concerning adherence to judicial rulings and the ethical use of state resources during political cycles.
