The Special Prosecutor’s Office of the Republic of Kosovo has initiated legal proceedings by filing an indictment proposing a trial in absentia. The charges concern alleged war crimes committed against the civilian population within the Municipality of Gjakova during the period of 1998–1999. The indictment names 20 suspects facing accusations of the criminal act “War crimes against the civilian population.” Among the listed detainees are M.K., R.Ç., M.D., P.R., S.K., L.O., Zh.S., S.S., L.D., Z.R., D.G., Ç.B., V.B., R.B., R.R., L.R., M.Sh., M.R., S.G., and T.A.
The charges specifically target the roles of several individuals. M.K. is accused in his capacity as the former head of the Secretariat of Internal Affairs (SUP) in Gjakova.
Similarly, R.Ç. is implicated as the former commander of the Special Police Units (PJP), and M.D. is charged in his capacity as the former commander of the 52nd Rocket Artillery Brigade.
According to the Prosecutor’s Office, these individuals, along with 17 other detainees, are suspected of involvement in the aforementioned war crimes. The filing of this indictment signals the commencement of formal legal action by the Special Prosecutor’s Office to address allegations of misconduct against civilian populations during the specified timeframe.
