The Association of Kosovo Municipalities (AKK) has voiced concerns regarding the potential financial impact on local municipalities stemming from the revised funding mechanism for the Education Grant. According to the AKK, municipalities anticipate facing an additional financial strain exceeding 24 million euros. This figure represents an added burden on top of existing costs associated with the Collective Agreement and the reduction of the Performance Grant.
Furthermore, the association notes a substantial withdrawal of approximately 60 million euros from the municipalities this year alone, attributed to judicial decisions and administrative procedures. The AKK warns that if local governments are obligated to maintain educators who are no longer supported by the Education Grant, they may be forced to curtail essential expenditures. Specifically, this could necessitate reductions in capital investments, subsidies, and the purchasing of goods and services.
According to the association, such financial pressures could severely limit the operational capacity of the municipalities. The organization suggests that the current funding adjustments pose a significant threat to the stability of local educational services.
