The Albanian Ministry of Interior has officially designated two foreign nationals as “non-grata” following reports of suspicious activities deemed detrimental to the Albanian state. The two individuals, identified as Valon Beljan (or Valjon Belën) and Bekir Halimi, are both citizens of North Macedonia. According to official reports, the decision to ban entry was made subsequent to a proposal originating from the State Police’s anti-terrorism unit.
The Ministry of Interior subsequently confirmed the designation of the two men, confirming their status as undesirable persons within the country. This action underscores the state’s measures to monitor and restrict entry for foreign nationals suspected of engaging in activities deemed harmful to national security. The Ministry of Interior has previously taken similar action, having also declared Ikballe Huduti “non-grata.” That previous ruling resulted in a fifteen-year ban on her entry into Albania.
The repeated use of the “non-grata” status indicates the authority’s ongoing effort to manage and control the movement of foreign individuals based on perceived threats to the stability and interests of the Albanian state.
