BDI: Official documents show that the Skopje-Bllacë project was prepared, financed, and processed during the BDI government’s term.

Official documentation, according to the BDI, indicates that the development of the Skopje-Bllacë highway was not a venture initiated by the current administration. Instead, the BDI asserts that significant foundational work was completed during its period of governance, encompassing design planning, securing necessary financing, and executing tendering procedures for the major infrastructure project. Specifically, the BDI points to a key legislative milestone: the approval of the Law on the State Guarantee of Obligations.

This law, passed by Parliament on June 27, 2022, was intended to secure loans required for the Trans-European Transport Network (TEN-T) highway connecting Skopje to the border with Kosovo. The BDI highlighted that the official documentation supporting this law bore the signatures of the former President Stevo Pendarovski and the Speaker of Parliament, Talat Xhaferi. Based on these verifiable records, the BDI concluded that the fundamental elements necessary for the realization and advancement of the Skopje-Bllacë project were established and advanced while the BDI was part of the governing coalition.

This evidence forms the basis of their claim regarding the historical progression and preparatory stages of the vital transport corridor.
