Halilaj alleged that the movement’s statements suggested an appropriation of a project that he asserts originated and was developed by the Municipality of Gjakova. According to Halilaj, the initiative was not conceived by the current central government.
Instead, he maintained that the project was designed, launched, and contracted by the Municipality of Gjakova under the administration of Mayor Ardian Gjini since 2019. In his remarks, Halilaj criticized the involvement of central-level officials, stating that their attempts to dictate policy regarding initiatives already established by the municipality were questionable. He asserted that the project related to the “Bujar Roka” road was entirely the product of local municipal efforts.
Halilaj’s comments underscore a dispute over the provenance and ownership of development efforts in the region.
