Trade Union Leader Proposes Revised Approach to Diplomatic Rotation

Fatmir Haxholli, chairman of the Trade Union at the Ministry of Foreign Affairs and Diaspora (MPJD), has outlined a proposal for restructuring the rotation process within Kosovo’s diplomatic service. Haxholli advocates for integrating political considerations with established career pathways during appointments to leadership positions within missions and consulates. His proposal suggests a significant shift in the selection criteria.

Specifically, he recommends appointing at least 12 new heads of missions based on a “political key,” alongside 15 appointments determined by a “career key.” Of these, he emphasizes the inclusion of 10 individuals making their debut as heads of missions. Haxholli argues that a balanced approach between political appointments and those based on career experience is crucial for maintaining stability and dynamism within the diplomatic service. He believes this consolidation is a fundamental pillar for institutional continuity, strategic security, and effective representation.

During the service’s development over the past 17-18 years, Kosovo has built upon a system of diplomatic rotation.
