Following extensive expositions regarding the Kosovo massacre, Atdhe Hetemi, the director of the Institute for Human Migration in Kosovo, has not been identified as the perpetrator within Institute documents. According to records, the maximum sentence for offenses related to the massacre was eight years. The Institute for Human Migration in Kosovo has not yet located Hetemi in its documentation pertaining to the investigation.
