The State Audit Institution recently discovered serious shortcomings in the operations of the Competition Protection Commission during its 2024 review. Consequently, the institution issued a qualified opinion regarding both the financial statements and the legality of the Commission’s work. The audit scope encompassed four public procurements totaling 1.18 million denars.
During the review of the mobile phone procurement, the audit noted that the specifications contained conditions that referenced a specific manufacturer. Furthermore, in the contract for taxi transport services, the evaluation criteria allocated points for both price and quality, yet failed to provide a clear methodology for how these points would be distributed among bidders. The State Audit Institution concluded that these procedural irregularities restricted fair competition and created potential avenues for favoring particular bidders.
Additionally, the Commission was found to lack a unified register for recorded cases and imposed fines. This deficiency in record-keeping posed a risk to the timely and efficient collection of outstanding amounts. These findings highlight areas where the Commission’s work requires immediate attention to ensure compliance and transparency in public procurement processes.
