The GAP Institute released its “Municipal Budget Transparency Index 2025,” a report evaluating the level of budgetary transparency across 38 municipalities in Kosovo. According to the findings, the average budgetary transparency score for 2025 reached 64.5 points, marking an improvement from the 61 points recorded in the previous year. The assessment highlighted significant variation among the municipalities.
Ten municipalities achieved a perfect score of 100 points, while nineteen of the 38 municipalities scored at least 89.5 points. Conversely, several municipalities, including Kllokoti, Leposaviqi, Parteshi, Shtërpca, Zubin Potoku, and Zveçani, did not register any points in the index. Regarding operational disclosures, the municipalities collectively published 240 budgetary documents during 2025, with 133 of these documents specifically relating to financial budget reporting.
Furthermore, in preparation for the 2026 budget cycle, the municipalities organized a total of 119 budgetary hearings involving citizens. Overall, the index provides a quantitative measure of accountability, tracking the degree of transparency in local governance. The data indicates a general upward trend in the commitment of the municipalities to budgetary openness, though the disparities in performance across the different municipalities remain evident.
The report underscores the ongoing effort required to improve consistent reporting standards and public engagement across all assessed areas.
