In a statement, Gjini indicated that while adherence to constitutional principles and the responsible management of state resources are foundational elements of a functional democracy, recent instances of alleged malpractice necessitate formal legal reinforcement.
He stated that the current framework requires updates to address abuses observed in recent years. Specifically, the initiative targets the circumvention of constitutional rulings and the manner in which state finances are deployed during election cycles. Gjini emphasized that the distribution of public funds in the lead-up to elections constitutes a significant concern regarding electoral integrity.
The underlying concern, according to Gjini, is ensuring that electoral processes remain equitable and that political activity does not devolve into financial coercion. He maintained that maintaining a level playing field requires robust legal mechanisms to prevent the misuse of public resources for partisan gain.
