Minister of Public Administration, Goran Minchev, stated that the recently developed legal framework for proportional representation was formulated by a panel of experts specifically to address deficiencies found in previous electoral systems. Minchev emphasized that proportional representation remains a constitutional mandate derived from the Ohrid Framework Agreement. According to Minchev, the government has prepared this new legal solution to prevent a recurrence of situations, citing the invalidation of a previous “balancer” mechanism by the Constitutional Court as a key concern.
While the legislation has reached Parliament, Minchev noted that its passage is currently obstructed by the BDI. When addressing the opposition’s stance, Minchev expressed a lack of understanding regarding the BDI’s objections. He pointed out that other ethnic communities already benefit from special legal provisions concerning their representation rights.
