The automotive sector across the Western Balkans is confronting the limitations of the operational model that previously underpinned its growth. This model was characterized by low production costs, reliance on foreign investors offering incentive packages, and minimal development of indigenous technology. Currently, the region functions as a crucial component of Europe’s manufacturing network, supplying global brands with essential components such as wiring, electronics, metal parts, and specialized assemblies.

Despite this established success, the industry faces diverse structural vulnerabilities across its member nations. Serbia’s economic structure remains heavily dependent on foreign capital, while North Macedonia shows over-reliance on a single industrial sector. Albania is beginning to lose its competitive edge derived from low labor costs.

Bosnia possesses a history of industrial capacity, Kosovo has carved out sophisticated niche segments, and Montenegro’s participation remains less defined. The impending shift toward electric vehicles presents a significant challenge, as EV production demands advanced competencies in software integration, automation, and complex technical knowledge. To remain viable, the entire region must pivot its strategy.

The narrative suggests that the economies of the Western Balkans must collectively decide whether to advance up the value chain. Adapting to this technological shift is essential for these economies to become integral players in the future mobility market rather than remaining solely as low-cost assembly points.
