Foreign Minister Ferit Hoxha has stated that the establishment of a Serbian consulate in Shkodër does not compromise Albania’s sovereignty. Speaking in an interview with Top Channel, Hoxha confirmed that Albania has not abandoned its pursuit of a bilateral agreement between the two nations. Hoxha asserted that no sovereign state would permit a diplomatic presence that could undermine or threaten the nation’s interests.
He clarified the nature of diplomatic missions, stating, “Opening a consulate does not grant the sending state any kind of power or, even less, any kind of sovereignty over the city, territory, or population where it is located.”
According to the Foreign Minister, the operational framework for any diplomatic presence within the territory of the Republic of Albania is governed by both international law and Albanian domestic laws and regulations. He emphasized that the location, status, jurisdiction, and function of such an establishment are strictly regulated. The statement aims to reassure the public and international observers that Albania maintains full control over its diplomatic relations and territorial integrity.
