KDI: After missing the deadline, every further step requires a pre-trial ruling

The Democratic Institute of Kosovo (KDI) has publicly characterized the current state surrounding the constitution of the Assembly as both absurd and unacceptable. The KDI highlighted that the mandatory 30-day deadline for the process elapsed without the Assembly achieving constitution. Furthermore, the institute noted that during this period, the LVV did not execute its exclusive right and responsibility to nominate a candidate for the presidency.

According to the KDI’s statement, the political impasse continued even after the initial deadline passed. The party reportedly declined to submit a candidacy again, instead requesting further extensions, which the KDI described as an ongoing institutional blockade. The organization argued that the situation had moved beyond a mere disagreement among parliamentary parties.

The failure to constitution the Assembly by the established timeline, the KDI asserted, has created a direct constitutional issue concerning the validity of any subsequent procedural steps. The continuous delays, including the submission of belated candidacies and the invocation of new, short-term interruptions, are viewed by the KDI as undermining established constitutional norms. In summarizing its concerns, the KDI emphasized that the procedural stagnation poses a significant challenge to the governance framework.

The institute maintained that adherence to constitutional timelines and the proper exercise of mandated roles are essential for restoring a functional political process.
