Kosovo’s Municipal Autonomy Faces Significant Challenges, Report Finds

A recent comprehensive review of local finances in Kosovo has revealed substantial obstacles to municipal autonomy, emphasizing the continued reliance of local governments on central government transfers and limited social accountability. The report, conducted by the DEMOS III project, assesses Kosovo’s local governance landscape and assigns it a “middle level” ranking based on the Local Autonomy Index. The assessment, which utilized a score of 18 out of 37, indicates a need for strengthened local governance structures.

A key finding centers on the dependence of municipal budgets on external grants. Approximately 50% of budgets are covered by specific grants, primarily in education and healthcare sectors, while another 33% comes from general grant allocations. Furthermore, the report highlights the persistent issue of low own revenues, accounting for only 15% of the total municipal budget.

This dependence on external funding contributes to a challenge in fostering sustainable local economies. The analysis underscores the need for municipalities to develop diversified revenue streams and enhance their capacity for independent financial management. The report’s conclusions point to a critical area for reform within Kosovo’s local governance system.
