Following a recent conference involving the Deputy Minister of Transport from VLEN, Kaltrina Zekolli Shqiri, Bujar Osmani, Deputy Chairman of the BDI, issued a statement addressing claims that the BDI has leveraged the Skopje-Bllacë highway project for political support over the years. In a Facebook post, Osmani contested the narrative presented, asserting that the entirety of the project’s progression occurred during the period when the BDI was in charge. Osmani stated that the physical progress of the infrastructure makes any proposed changes to the project’s classification unlikely.
Specifically, he noted that with the completion of the initial two kilometers of the highway, altering its designation from a major highway to a main road would be impractical. Addressing the recent press conference organized by VLEN regarding the Skopje–Bllacë highway, Osmani emphasized the BDI’s foundational role. He asserted that VLEN provided no contribution, even minor assistance, to the contract signed for the highway.
According to Osmani, the BDI was responsible for several critical aspects of the project, including securing the financing, drafting the necessary documentation, ensuring the financial means, managing the expropriation processes, and overseeing the required administrative procedures. This exchange highlights a significant disagreement regarding the historical ownership and developmental credit for the crucial regional highway infrastructure.
