The State Revision Entity recently concluded an extensive review of the national social security payment and control system. This comprehensive revision covered the operational period spanning from 2022 through June 2025. The review process revealed several systemic deficiencies, indicating that current procedures are not fully harmonized with established legal regulations.

Furthermore, the investigation identified notable inconsistencies concerning internal controls, documentation practices, and the exchange of data among various governmental institutions. A specific area of concern arose from the year 2024. Due to identified deficiencies in systemic controls and the official data exchange mechanisms for that period, auditors uncovered instances of improper payments.

Specifically, the review found 235 individuals who concurrently received both social assistance payments and pension benefits. These payments, totaling 14.5 million denars (equivalent to 236,000 euros), were paid without a documented basis for such dual entitlements. The financial breakdown of these overpayments detailed that 10.7 million denars were disbursed to 190 users based on social assistance criteria.

Additionally, 426,000 denars were paid to five users under the category of universal assistance. These findings underscore the need for immediate procedural adjustments within the social security framework to ensure accurate oversight and compliance across all payment streams.
