Suspension of the former mayor of the Municipality of Debërcë, suspected of “irresponsible conduct on duty”

SPB Ohër has initiated a criminal complaint against Z.N. (60) of the village of Volinë, within the Debërcë Municipality. The complaint centers on the suspicion that the individual committed the criminal act of “negligent performance of duty.”

According to the filing, the allegations suggest that as the head of the Debërcë Municipality, the accused failed to exercise adequate supervision.

Specifically, it is alleged that the individual acted negligently by permitting several legal entities to conduct commercial activities on a municipal business object—a cadastral plot located in Volinë—over the period spanning 2017 to 2025. The core of the complaint details that these commercial operations occurred without the necessary obligation for the involved parties to pay appropriate compensation into the municipal budget. The complaint further asserts that the accused was aware of his responsibilities.

It notes that, under the municipal statute, he is tasked with administering the municipal property and possesses a specific duty to implement measures ensuring proper management. The filing argues that the failure to properly supervise and regulate these activities represents a significant lapse in official conduct. By allowing commercial enterprise to proceed without mandated budgetary contributions, the complaint highlights a breach of the statutory duty owed to the municipality’s assets.
