Fredi Kokoneshi, a former socialist mayor of Divjakë, has been arrested by the SPAK. Kokoneshi faces accusations of abuse of office, charges that allege collaboration with several other individuals. The investigation, overseen by prosecutor Elvin Gokaj, has been transferred to the Posaçme Court, where the indictment is pending the appointment of a preliminary hearing judge.
In addition to the former mayor Kokoneshi, three other individuals—Andi Bullari, Ledio Xharo, and Dorian Spaho—have also been arrested. The criminal procedure registered against the group pertains to the collaborative abuse of office. According to data and investigations conducted by the SPAK, the allegations center on illegal activities carried out by municipal officials during the leasing process of several properties.
These properties were designated for the establishment of solar power plants, requiring a 10-year concession period. Crucially, the investigation suggests that these land parcels were improperly registered as agricultural land within the ASHK. The charges suggest a systemic misuse of official capacity related to the development and leasing of land resources.
The ongoing legal proceedings aim to determine the extent of the misconduct involving the former mayor and his associates.
