Four Candidates Remain in Kosovo Constitutional Court Selection Process

Kosovo’s Assembly completed the second round of voting for two vacant positions on the Constitutional Court on April 17, 2026. The secret ballot resulted in the elimination of Shpresa Emra, who received 12 votes. This second round followed the initial selection process, and narrowed the field to four candidates who will proceed to the final stage.

The Assembly’s decision was based on the selection of members for the highest court in the country. Following the elimination of Emra, the following candidates secured their place in the subsequent voting: Zahir Qerkini garnered 42 votes, Flamur Mrasori received 43 votes, Emine Avdyli Pozhari obtained 63 votes, and Jonida Xhafaj received 62 votes. The Assembly will now conduct the final vote to determine the two individuals who will serve on the Constitutional Court.
