The state of Serbia has reportedly utilized its budgetary reserve funds to finance various projects and entities, including the International EXPO, the Serbian Orthodox Church (KOS), and infrastructure within the entity of Bosnia and Herzegovina, as well as support for the Republika Srpska and the Office for Kosovo. According to reports from Radio Free Europe, since the beginning of 2026, the budgetary reserve funds have been allocated on more than 130 occasions through decisions made by the Serbian Government. Such funds are generally designated for unforeseen expenditures under Serbian regulations.
As of the publication date, the Ministry of Finance and the Serbian Government have not issued a formal explanation detailing the necessity for such a high frequency of draws from the reserve. The total amounts allocated to various beneficiaries from the state treasury have surpassed 122 million euros, with this figure representing only a partial accounting of the funds dispersed. The frequent drawing down of the national reserve has drawn scrutiny regarding the allocation process.
The sustained utilization of these reserves for diverse, large-scale projects across multiple geopolitical areas suggests a pattern of spending that warrants public clarification. Stakeholders are awaiting official commentary from Serbian authorities to explain the financial justification and necessity behind the extensive use of the state’s financial safety net.
