The Ministry of Finance has prepared the draft law titled “On the National Contribution of the Republic of Albania to the European Union Budget.” This document is designed to establish the comprehensive legal framework governing how Albania will calculate, plan, and remit its financial contributions following its full membership and rights within the European Union. This initiative directly addresses the requirements stipulated under Chapter 33 of the EU accession negotiations, which specifically pertains to “Financial and Budgetary Provisions.” According to the explanatory memorandum issued by the Ministry of Finance, the passage of this law aims to remedy the previous absence of a horizontal legal structure.
This missing framework was necessary to properly regulate the inter-institutional mechanisms required for managing such financial obligations. This legislative action represents a significant step for Albania in aligning its domestic legal system with the standards of the European Union. By formalizing the mechanism for budgetary contributions, Albania is meeting a key prerequisite identified during the accession negotiations.
