Demokraci Plus demands the cancellation of the 480,000 euro tender for MMPH involving 20 experts

Demokraci Plus (D+) has formally requested the Ministry of Environment and Spatial Planning (MMPH) to cancel a procurement procedure valued at 480,000 euros. The procedure involves the engagement of twenty experts under Special Service Agreements (SSAs), or “work contracts.”

The organization argues that the current procedure fails to meet the necessary legal criteria for utilizing SSAs. Specifically, D+ contends that the tasks assigned to these experts pertain to routine administrative and institutional functions, rather than specialized consultancy work.

The details of the tender, identified as file number 210-26-4238-2-1-1, outline the engagement of the experts across nine distinct lots. These agreements are scheduled to last up to 24 months, requiring a full-time commitment of 40 hours per week. The scope of work outlined in the documentation includes responsibilities such as document administration, institutional coordination, organizing meetings, drafting reports, and managing communications.

By filing this request, demokraci aims to challenge the legal basis for the Ministry’s procurement method. The core of the dispute centers on whether the described activities fall under the appropriate scope for SSA utilization, prompting the MMPH to reconsider the ongoing procurement procedure.
