The State Revision Entity has issued an unfavorable opinion regarding the operations of NP “Municipal Hygiene – Skopje” for 2024, citing numerous financial and administrative irregularities within the enterprise. The financial review uncovered substantial liabilities. The report indicates that the organization carries an approximate debt of 12 million euros.
Furthermore, there are claims exceeding 2 million euros that possess uncertain collateral. The audit also identified undeclared assets valued at around 472,000 euros. A significant expenditure noted was the disbursement of over 3 million euros last year for 354 personnel engaged through private agencies.
Beyond the financial discrepancies, the revision highlighted serious operational deficiencies. Of the 189 municipal vehicles allocated to the service, only 76 were reported as operational, indicating that approximately 60 percent of the municipal vehicle fleet is currently out of service. Overall financial health is compromised by documented losses, weak liquidity, and irregularities observed within the payroll accounting procedures.
These findings suggest systemic issues affecting the management and operational capacity of the municipal entity. The combined financial and logistical findings necessitate immediate corrective action to address the noted deficits in both fiscal management and core service delivery.
