These powers included the authority to request detailed information regarding the funding sources of organizations, expanding the required documentation for observing groups, and establishing ambiguous criteria for denying accreditation to both organizations and media outlets.
Experts note that these overly broad rules create potential grounds for arbitrary decision-making, which could consequently restrict the participation of independent stakeholders in monitoring the election process. By exceeding the foundational law, the original provisions undermined established procedural safeguards.
