The “Pulse” case, arrest of eight inspectors, suspected of not conducting inspections for years

A formal criminal complaint has been filed with the Public Prosecutor’s Office in Kočan. The complaint names several individuals—S. Sh.

S. (53) from Makedonski Brod, S. Gj.

(59) from Skopje, and eight others: Z. M. (64), S.

Z. (61), T. K.

(42), N. D. (43), G.

P. (41), and M. Z.

S. (44), all residents of Kočan. These individuals are currently suspected of the criminal act of “negligent performance of duty.”

According to the detailed complaint, the allegations center on a period spanning from 2022 through March 16, 2025.

The complaint asserts that the named suspects, who were operating in their official capacity as public officials at the State Labor Inspectorate, failed to execute mandatory inspection supervision procedures. Specifically, the complaint alleges that no official steps were taken to inspect the hotel facility known as “Pulse” located in Kočan. The filing highlights the significance of this oversight, noting that the facility in question was the sole establishment of its type within the entire territory of the Municipality of Kočan for a period of thirteen years.

The submission of this criminal complaint suggests that the procedural failure to inspect a key local business may constitute a dereliction of official duty. The Public Prosecutor’s Office will now review the evidence presented to determine the merits of the charges against the suspected public officials.
